Public Notice - Request for Proposals




Albany County is requesting proposals from responsible firms or individuals to act as the Construction Manager at Risk (CMAR) for the Courthouse North Entrance Reconstruction, in Laramie, Wyoming.   The work generally includes demolition and reconstruction of the north entry, and interior space remodeling. 

Albany County will accept proposals until 3:00 PM., Local Time, March 21, 2018.  The proposal shall be enclosed in an envelope clearly labeled “Courthouse North Entrance Reconstruction Construction Manager at Risk RFP.” Proposals received after this time will not be opened or returned.Albany County reserves the right to cancel this Request for Proposals or reject any or all proposals with or without cause.  One (1) hard copy and one (1) .pdf file of the proposal shall be submitted to the following address:

Proposals will be evaluated using the criteria noted in this announcement.  Certain companies or individuals may be selected for personal interviews based on the initial evaluation of the proposals.  Final selection will be made following the interviews, if required.  The successful firm shall be prepared to complete the Courthouse North Entrance Reconstruction by June 30, 2019.

Funding for this project is provided in part by a State Land and Investment Board Grant.  Strict adherence to all applicable laws and reporting procedures will be required of the CMAR.  A 5% preference will be granted to Wyoming contractors, subcontractors, laborers, materials, supplies, equipment, machines, and provisions produced, manufactured, supplied or grown in Wyoming, as required by W.S. 16-1-101 et. seq.  The Contractor who is awarded the bid will be required to comply with the Wyoming Preference Statute 16-6-201 which states, “Every person who is charged with the duty of construction, reconstructing, improving, enlarging, altering or repairing any public works project or improvement for the state or any political subdivision, municipal corporation, or other governmental unit, shall employ only Wyoming laborers on the project or improvement.   Every contract let by any person shall contain a provision requiring that Wyoming labor be used except other laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved.  A person required to employ Wyoming laborers may employ other than Wyoming laborers if that person informs the nearest state employment office of his employment needs and the state employment office certifies that the person’s need for laborers cannot be filled from those listed as of the date the information is filed.”

A pre-proposal conference will be held at 1:00 P.M., Local Time, March 7, 2018 at the Albany County Courthouse, 525 Grand Avenue, Laramie WY  82070, Chambers of the Albany County Board of Commissioners, at which attendance by Respondents is encouraged.  A site tour will be held to review the Project following this conference.  Questions regarding this Request for Proposal should be directed to:
